Full-time and part-time hours by definition
| Context | Full-time hours | Below the full-time line | Source |
|---|---|---|---|
| FLSA / employer policy | No FLSA definition; the employer generally decides. | No FLSA definition; check the employer’s policy. | DOL: Full-time employment |
| ACA employer health-coverage rules | Average of at least 30 hours of service a week or 130 hours of service a month. | Below the applicable 30-hour weekly or 130-hour monthly line; the ACA measurement rules apply. | IRS: Identifying full-time employees |
| BLS Current Population Survey statistics | Usually works 35 or more hours a week. | Usually works fewer than 35 hours a week. | BLS: CPS definitions |
These definitions serve different purposes. A statistical classification does not decide your employer’s benefits policy; the ACA threshold applies to its employer shared-responsibility provisions.
How many working hours are in a year?
40 hours/week × 52 weeks/year = 2,080 hours/year. This is a scheduled-hours calculation before subtracting holidays, vacation or other time off; it is not a legal definition of full-time.
OPM uses 2,087 hours as the calendar-year average divisor for federal hourly pay. That payroll average serves a different purpose from the 40 × 52 schedule.
Does full-time status decide overtime?
For covered, non-exempt employees, the FLSA overtime rule applies to hours over 40 in a workweek, regardless of full-time or part-time status. The label alone does not decide overtime eligibility. Overtime Pay Calculator

Common questions
Who decides whether I am full-time?
The FLSA has no definition; the employer generally decides. Ask for the written policy and check which benefit or rule you are considering.
Is 30 hours a week full-time?
For ACA employer health-coverage rules, full-time means an average of at least 30 hours of service a week or 130 in a month. That is not a universal definition for all employment purposes.
Why does BLS use 35 hours?
BLS uses usual weekly hours to classify workers in Current Population Survey statistics: 35 or more is full-time, and fewer than 35 is part-time.
How many hours is part-time?
It depends on the context: the employer’s policy under the FLSA, below the applicable ACA 30-hour weekly or 130-hour monthly line, or usually fewer than 35 weekly hours in BLS statistics.
Why do annual hours differ between 2,080 and 2,087?
2,080 is 40 × 52. OPM’s 2,087 is a calendar-year average used for federal hourly pay. Neither figure subtracts your own time off.
Can a part-time employee get overtime?
Yes. For covered, non-exempt employees, the FLSA rule concerns hours over 40 in a workweek, regardless of the full-time or part-time label.
